FLOCK CAMERAS

NBPD is deploying 69 Flock cameras city-wide (the largest municipal deployment in Orange County). Installation began at the end of October, 2024, with over 50 cameras in place at this point.

Flock cameras are license plate reading (LPR) cameras. These cameras can only be accessed by NBPD and will be used for police investigative purposes. They will allow for NBPD personnel to have immediate access to relevant video footage when investigating a crime.

Flock has been made available to all members of the PD including our Dispatchers, Parking Control Officers, Animal Control Officers, Crime Analyst, and all of our sworn personnel. There are 11 administrators who can add, delete and modify user permissions. These administrators are spread out across the ranks and working groups to ensure that any administrative issues/tasks may be resolved in the most timely and efficient manner possible.

All of the major ingress/egress points of the City are covered.

Newport Beach allows for the installation of LPR cameras on private property as well as the public right-of-way (subject to City approval via the Public Works Department) should individual HOA’s or groups wish to expand the LPR network within the city and/or tighten the LPR “dragnet” adjacent to their community. 

Flock cameras are installed at Eastbluff entrances beginning in July, 2025, with direct connection to NBPD Crime Prevention.

​Newport Beach PD CA uses Flock Safety technology to capture objective evidence without compromising on individual privacy. Newport Beach PD CA utilizes retroactive search to solve crimes after they've occurred. Additionally, Newport Beach PD CA utilizes real time alerting of hotlist vehicles to capture wanted criminals. In an effort to ensure proper usage and guardrails are in place, they have made policies and usage statistics available to the public.

A June, 2025, article in StuNews reported the successful capture of 3 wanted criminals in Newport Beach through the use of Flock camera images.

Flock cameras alert NBPD of vehicle theft suspects entering town, pursuit ensues and three are arrested

Last week, a vehicle entered Newport Beach and dropped off suspects who allegedly stole a vehicle from a Newport Beach hotel. Newport Beach Police officers and detectives worked diligently to obtain evidence and leads.

Fast forward to Friday (June 20). The same suspect vehicle triggered the city’s flock cameras as it re-entered the city. At approximately 6:30 p.m., NBPD officers quickly spotted the vehicle, a white Chevy Camaro, near Fashion Island. When NBPD officers then attempted to make contact, the suspect vehicle took off.

During the following pursuit, the suspect’s Camaro drove erratically, “intentionally ramming” several police cars and uninvolved drivers attempting to flee, according to a police spokesperson. “Despite the (suspect’s) vehicle pushing 900 horsepower, the suspects couldn’t outrun justice and the teamwork of the NBPD.”

The vehicle was contained in the area of Jamboree Road and Ford Road, where a brief foot chase then ensued, before all three suspects were taken into custody and arrested on a number of suspected charges.
